Job Description and Duties

Under the general direction of the State Treasurer and Deputy Treasurer, this position sets policy and directs staff and contractor efforts for all debt-related functions in the STO, and is responsible for one of the State Treasurer’s two primary missions. As a delegated Deputy Treasurer, this position represents the State Treasurer and executes bond documents on the Treasurer’s behalf. As a member of the State Treasurer’s Senior Executive Staff, this position participates in setting policy and making recommendations for STO divisions and financing authorities.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

1. Possess an in-depth understanding of municipal bond finance, marketing, sales and administration, trustee functions and other bond related activities.
2. Possess a working knowledge of all functions and divisions of the State Treasurer's Office, Executive and Legislative branch of government as well as all control agencies.
3. Possess a complete understanding of the specific goals, functions and operations of the Public Finance Division.
4. Possess an expertise in public finance, budget preparation and expenditure control.
5. Possess the ability to think clearly, act quickly and communicate effectively when dealing with brokers, banks, bond law firms, municipal advisors, rating agencies, Legislature, media, and other government agencies.
6. Possess knowledge of principles and practices of public management and administration, including having supervisory and administrative experience in a managerial capacity with experience in the development and implementation of policies and procedures.

Minimum Qualifications

Possession of Minimum Qualifications will be verified prior to interview and/or appointment. If you are meeting Minimum Qualifications with education, you must include your unofficial transcripts/diploma for verification in your application packet. Official sealed transcripts or your original diploma (with embossed seal) will be required prior to appointment. If it is determined that a candidate does not meet all Minimum Qualifications, the candidate will be withheld from the eligibility list, rendering them inactive and ineligible to be hired for the classification. All candidates who are determined to not meet the Minimum Qualifications will be contacted in writing and will have 10 business days to respond with additional information supporting their Minimum Qualifications for the classification. Candidates who have been withheld may file an appeal with the State Personnel Board.
